PROCUREMENT
OF M1088A1 5-ton TRACTORS AND M871A3 22.5 TON SEMI-TRAILERS FOR
ARMY NATIONAL GUARD MEDIUM TRUCK COMPANIES.
Background
The Army National
Guard (ARNG) is being increasingly depended upon to provide battlefield
and weapons of mass destruction transportation capabilities with
a fleet of 5-ton tractors and semi-trailers, which are both aged,
and significantly short of requirements. The 5-ton tractors, in
future conflicts, will be expected to support Army, Joint and
Coalition Forces. The Family of Medium Tactical Vehicles (FMTV),
which includes a 5-ton tractor variant (M1088A1), is in its third
multi-year procurement, but none are scheduled for the ARNG in
FY03. In addition the ARNG began fielding the M1088A1 FMTV 5-ton
Tractors from Congressionally added funding in FY01 in the ARNG's
high priority Medium Truck Companies located in IA, NC, VA, IN,
NY, AK and AZ. However to complete the modernization of the remaining
ARNG High Priority Medium Truck Companies in CA, DC, ME, RI, GA,
IL, TN, MA, and AL additional funding will be required.
Recommendation
It is the
recommendation of the National Guard Association of Illinois the
National Guard Association of the United States, the National
Guard Bureau, the Department of the Army, the Department of Defense,
and the Congress of the United States support an increase in funding
of $60 million to acquire 244 FMTV 5-ton tractors M1088A1 ($40
Million), and 480 M871A3 Semi-Trailers ($20 Million) for the ARNG's
Medium Truck Companies.
